NENA’s Center Manager Certification Program (CMCP) is designed to equip recently-hired, newly-promoted, and aspiring PSAP and 9-1-1 Authority managers and supervisors with the tools needed to effectively manage their agency through a rigorous 40-hour course of lecture and lab-based education. For more seasoned 9-1-1 professionals, the CMCP may serve to fill in some of the gaps and strengthen core competencies required in emergency communications center management.

The program serves as an affordable career advancement opportunity to anyone involved in public safety agency management, and provides education in subject areas that are critically important to anyone looking to forge a long and successful career path.

The CMCP, unlike many other upper-level emergency communications training programs, utilizes a real-world, hands-on approach that is focused on topics encountered daily by managerial and supervisory level personnel: Business Writing, Financial Management, Human Resources, Legal Issues, and Communications Skills. With a curriculum built by current and former 9-1-1 center managers with decades of combined supervisory and training experience, the program will provide you with knowledge and skills that can immediately and drastically improve your on-the-job effectiveness and enhance your agency’s everyday operations.

Whether we're involved with chasing a suspect on a foot chase, setting up a perimeter, or putting together an Incident Command Post, 9-1-1 telecommunicators need to know how to best assist our responders in any tactical situation. Tactical Dispatchers can help fill that specific need in your department.

A review of the Incident Command System with an emphasis on Law Enforcement, and a discussion on all aspects of Tactical Operations are a large part of this course, along with scenarios that will put you in the middle of a simulated Tactical Dispatcher callout. We'll show you how Tactical Dispatchers

can be of benefit during a hostage situation, barricaded subject, high-risk warrant arrest, and planned and unplanned events. In the Dispatch Center, you'll see how Tactical Dispatch – trained telecommunicators can be a great resource person for the Incident Commander in the field. If you're the first person to pick up the phone, we'll explain what to say to suicidal / barricaded / hostage taking subjects to gain valuable information, help de-escalate the anxiety of the subject and to better hand-off the call to your police officer, Supervisor or Hostage Negotiator.

Charles Carter founded the National Communications Institute (NCI) in 1987 and the National Emergency Communications Institute (NECI) in 2004. Through these 911 training companies, several thousand 911 employees have been trained and “certified” in 911 Officer, Fire Communications Officer and Emergency Medical Dispatch Officer. In addition, many have become certified as 911 instructors to continue the training and certification of others.

In 2010 he founded Public Safety Legal Services which is dedicated to provide expert witness services and lawyer referral services for law firms representing plaintiffs and defendants in lawsuits against 911 agencies and individuals. Charles has written thirty‐three 911 training manuals, more than any other individual has done. These programs have been adopted by many states as their “standard of training. “ That is why he is considered as “The Expert to Hire” in 911 lawsuits
